An industrial stretch of East Ybor City could soon become Tampa’s next major medical hub. On February 4, 2026, Casa Ybor officially filed a rezoning request with the City of Tampa for approximately 25 acres in the eastern portion of Ybor City. The property is generally located between Adamo Drive and 6th Avenue, and between the Selmon Expressway connector and North 26th Street. The land is currently zoned primarily for industrial uses, and the request seeks to change the designation to allow residential and commercial mixed-use development.

If approved by Tampa City Council, the rezoning would clear the way for a transformational district anchored by a new Tampa General Hospital campus. The filing represents a key milestone in a planning process that first came to public light in October 2025, when developer Darryl Shaw and Tampa General Hospital leadership presented their vision for the site during a Tampa City Council meeting. At that time, the council considered and approved a Comprehensive Plan amendment for Shaw-owned parcels in East Ybor, opening the door for mixed-use development on land previously limited to industrial activity.

At the center of the Casa Ybor vision is a new Tampa General Hospital facility. According to earlier disclosures, Tampa General intends to purchase approximately 10 acres within the site, with an option to acquire an additional 6.45 acres, to build a hospital offering primary and urgent care services, along with clinical offices and a medical office building. The number of beds the new hospital would include has not yet been announced, nor has a purchase price or detailed construction timeline been disclosed.

“Expanding into East Ybor City allows us to bring high-quality, academic health care closer to the communities and workforce helping drive Tampa’s growth,” said John Couris, president and CEO of Tampa General Hospital, when the plans were first introduced. “As this area continues to evolve, we see an opportunity to deliver integrated care that supports families, advances research, and helps strengthen Tampa’s position as a leading medical and innovation hub.”

The hospital expansion builds on Tampa General’s growing footprint in Ybor City. In October 2025, TGH opened a 32,000-square-foot innovation center at 1205 East Fifth Avenue, housed in the former Masonite building. That facility serves as the home of Tampa General’s innovation team, its venture capital arm TGH Ventures, and its analytics and information technology teams. A new full-service hospital campus would represent a significant escalation of the health system’s investment in the neighborhood.

The TGH campus will be surrounded by complementary mixed-use elements designed to create a complete district rather than a standalone medical facility. Plans call for medical office space, ground-floor retail, hospitality, residential units, and additional community-focused uses. The goal is to improve access to health care for current and future residents, employees, and visitors while supporting job creation and housing growth in Ybor City.

Adam Smith, executive vice president and chief ambulatory care officer at Tampa General Hospital, previously emphasized the importance of convenience in the hospital’s expansion strategy. “A new Tampa General location in Ybor will ensure that patients don’t have to sacrifice quality for convenience,” Smith said. “They can access world-class care where they live, work, and visit.”

According to reports from the Axios Tampa Bay and the Tampa Bay Times, the zoning changes Shaw has requested would allow for up to 2.9 million square feet of residential, office, retail, and hotel space across the site’s nearly 60 parcels. Renderings released in connection with the project depict a pedestrian-friendly area featuring shaded sidewalks, ground-level retail, and pocket parks.

The Casa Ybor site is located within the Tampa Medical and Research District, a large-scale health care and life sciences ecosystem that spans more than 1,500 acres from Ybor City to downtown Tampa and into South Tampa. Anchored by Tampa General Hospital and USF Health’s Morsani College of Medicine, the district includes academic institutions, research health systems, biotechnology companies, startups, and investors. Additional partners include the University of Tampa, the Taneja College of Pharmacy, the USF Health Heart Institute, and Moffitt Cancer Center.

The TMRD is expected to generate more than $8.3 billion in annual economic impact for the region and the state as it continues to expand. District leaders expect the ecosystem to attract companies in health care, life sciences, artificial intelligence, defense, and technology, driving significant economic development across the Tampa Bay area. Tampa General’s landmark $162 million annual investment into USF Health, announced in 2024, underscores the depth of the partnership fueling the district’s growth.

The addition of a full hospital campus in East Ybor would extend the district’s physical reach into an area of the city that has historically been dominated by industrial and underutilized land, creating a new eastern anchor for the medical corridor.

According to Darryl Shaw, CEO of Casa Ybor, the project represents another step in a long-term vision to reposition Ybor City as a premier destination while preserving its cultural authenticity. “This is another meaningful step forward in bringing our long-term vision for Ybor City to life,” Shaw said in a statement accompanying the rezoning filing. “We are continuing to build momentum behind a plan that honors Ybor’s history while creating new opportunities through jobs, housing, and access to world-class health care.”

That broader effort is already well underway through the Gasworx district, Shaw’s sprawling 50-acre redevelopment that is reconnecting Historic Ybor City with downtown Tampa, the Channel District, and Water Street through new office space, housing, infrastructure, sidewalks, and multi-use trails. Developed in partnership with Washington, D.C.-based Kettler and PPF Real Estate Holding, Gasworx broke ground in 2023 and is currently in the midst of its second phase of construction. Developers have invested approximately $500 million to date and recently secured a $182 million construction loan from Bank OZK to advance the next round of buildings.

When completed, Gasworx is expected to include 5,000 residences, more than 500,000 square feet of office space, and over 150,000 square feet of retail. Phase 2 includes the rehabilitation of a historic 28,000-square-foot brick warehouse into a marketplace, a six-story office building that will serve as the future headquarters for Grow Financial, and two residential buildings with a combined 516 units. The project will also feature a new city park, pedestrian-oriented streets, and a new TECO Streetcar stop to connect the district to surrounding neighborhoods.

Plans for the East Ybor site also include restoring portions of Ybor City’s historic urban street grid to improve connectivity between the eastern edge of the neighborhood and its historic core. The area’s industrial past and the presence of large-format parcels have interrupted the walkable grid that once defined the district, and Casa Ybor’s plans aim to stitch that fabric back together.
